Kai Kudu is part of an elite organization of psychics known as Ashurum. Kai goes on the mission to take into custody of other unregistered illegal psychics in the city of Gald. Nevertheless, he leaves his peers and welcomes Yuki Tokugawa, a random employee who is currently working on partisans opposing Ashurma. Since Kai spends more time from Yuki and his mysterious sister Aska, Kai begins to wonder what the purpose of Ashurma is: are they trying to protect psychics or control them?
